Oktavian Meliam

Oktavian Meliam is a citizen of Meren, in the Utraean Peninsula. He can be found standing behind the bar inside the Yeeful Ale House and Inn.

Oktavian says that Meren is the only town where everyone has a smile on their face. He points out that, if someone doesn't leave the resort with a smile on their face, then the locals haven't done their job.

With the return of the Maljin, Oktavian seems unconcerned, remarking that "what's a little red fog when there's plenty of ale for all?"
